The potential for DSL internet service has always existed in the unused frequencies of local phone networks. However, it was not until 1988 that a scientist a Bell Labs developed a system for employing these unused frequencies. At the time, Bell did not believe that high-speed internet access would ever be a consumer product. It sat unused for over a decade, until it became clear it was a valuable tool.
